VoiceClock -MEIKO- is an Android application that lets you know the time through the voice of VOCALOID MEIKO. This app has both an alarm and a chime function.

By placing a widget on the home screen and tapping it, MEIKO's voice will read the current time aloud. The chime function automatically notifies you of the time every 30 minutes or hour, and can be stopped for a specified time, such as sleeping time or during school or work.

You can also set an alarm that announces the time aloud. This is especially useful when you can't look at the clock, such as when you're doing something with your hands or when you're waking up.
